Chinese Communist Party leaders elevated Gen. Zhang Shengmin to the Politburo on Thursday, restoring a military seat to the country's highest governing body. Zhang currently serves as vice chairman of the Central Military Commission. He also holds the role of deputy secretary for the commission's discipline inspection unit.
Three key actions defined the four-day closed-door meeting. First, the party elected Zhang to the Politburo. Second, leaders adopted a resolution focused on self-governance and anti-corruption. Third, members reviewed and confirmed recent personnel changes, including earlier purges of senior military officials. These steps occur about a year before President Xi Jinping is expected to secure a fourth term.
The promotion of Zhang fills a vacancy created by previous dismissals. Xi had previously removed two top generals from the Central Military Commission. That action left Zhang as the only general remaining on the commission besides Xi. It also left the Politburo without any representatives from the People's Liberation Army until this week.
The new resolution outlines a plan to strengthen party discipline in the coming years. Party documents described the tasks ahead as increasingly arduous. They cited the need to unite people to safeguard national sovereignty and development interests. The text emphasized the necessity of rooting out corruption and maintaining ideological purity. It called for close ties between the party and the public.
Analysts noted that the plenum revealed wider purges than anticipated. Neil Thomas, a senior fellow at Asia Policy, calculated an attendance rate of 74 percent for the meeting. He identified this as the lowest attendance level since the era of former leader Mao Zedong. Thomas studies Chinese politics and pointed to the regular nature of political purges during Mao's time. The current focus on discipline extends beyond traditional anti-corruption efforts to include underperforming officials.
The meeting concluded with the formal adoption of these guiding resolutions. The party summary was released through the official Xinhua News Agency. It stated the goal is to enhance long-term governance capacity. The leadership aims to maintain the progressive nature of the party while addressing internal weaknesses. The confirmed personnel changes and new rules will guide party operations for the next several years.
