China’s defense ministry stated on Thursday that a Philippine politician created barriers to Beijing’s involvement in the ASEAN Defence Ministers’ Meeting-Plus held in Cebu. The ministry claimed these actions ran against the meeting's inclusive spirit and diminished China's rights in the forum.
Spokesperson Zhang Xiaogang described the official as self-serving during a press conference. He noted that the politician’s behavior violated standard diplomatic protocols. The ministry did not specify the name of the individual or the exact nature of the obstacles raised.
China’s presence at the summit was limited to a military attache. Defence Minister Dong Jun was absent, likely attending a major meeting of the Chinese Communist Party in Beijing. This lower-level representation contrasts with the high-ranking officials typically sent to such regional security gatherings.
Tensions between Beijing and Manila have intensified due to recurring clashes in the South China Sea. Recently, China imposed sanctions on Philippine defence secretary Gilberto Teodoro. Beijing asserts sovereignty over nearly the entire sea through a nine-dash line that overlaps the exclusive economic zones of five other nations.
Teodoro responded later on Thursday by stating that ASEAN should decide how China participates in the discussions. He did not directly rebut the accusation of obstruction. The Philippines confirmed its defense ministry sent a formal invitation to the Chinese counterpart for the forum.
