Canadian Prime Minister Mark Carney and European Commission President Ursula von der Leyen announced a new framework for cooperation in Montreal on Thursday. The two leaders aim to create an alliance that extends beyond traditional trade agreements to include defense, critical minerals, and technology. They presented the initiative as a response to what they described as increasing economic coercion from the United States.

Von der Leyen proposed that Canada become the first associate member of the European Union. She described the arrangement as an association without accession, a status that would bring the North American country closer to the bloc than any previous partnership. Carney stated that the specific label mattered less than the practical benefits of the partnership. He noted that the alliance would help Canada withstand economic shocks and prevent outside entities from dictating its policy choices.

Trump has suggested the arrangement could be a hostile act and threatened tariffs on Europe if he considered it unfriendly. A senior Canadian government official told reporters on Wednesday that the closer relationship reflected shared interests rather than a direct challenge to Washington. Carney emphasized that the new alliance was not a marketing exercise and that the name did not determine its value.

Von der Leyen said the alliance would open access for Canadian companies, startups, and researchers to a European network of 12 advanced supercomputers. The agreement, to be finalized Friday, aims to strengthen artificial intelligence cooperation. She also outlined plans to strengthen strategic supply chains and encourage joint investment in industries critical to economic security. The value of EU imports of Canadian critical raw materials rose 62 percent last year to 3.3 billion euros, including lithium, cobalt, nickel, and graphite.

Canada is the only non-European country participating in the EU's 150-billion-euro SAFE defense procurement program. This allows Canadian firms to join joint European military purchases. However, internal disagreements persist within the EU. France and Germany have expressed concerns about the associate member designation. Anand Sundar, a special adviser at the European Council on Foreign Relations, said the rejection of the framing by some member states was embarrassing for von der Leyen.

Carney has ruled out formal EU membership for Canada. Any enhanced partnership will require a vote in the Canadian Parliament. Officials hope to develop the broader partnership for possible endorsement in 2027. The United States accounted for 71.7 percent of Canada's merchandise exports in 2025. Carney aims to double exports to other countries over the next decade.
