One window at the New Hampshire Department of Health and Human Services Concord District Office was smashed with a chair on Thursday afternoon. Concord police responded to the building on Terrill Park Drive around 3 p.m. after receiving a report of the damage. The office houses the New Hampshire Employment Program.
Several officers arrived at the scene to find the woman had already left. Dispatch records indicated she had visited the office earlier in the day and was causing problems. Officers were provided with her name, a physical description, and details about her clothing.
Dispatch initially noted the woman carried a cane. One officer asked if she used the cane to break the window, but the dispatcher confirmed the object was a chair. The woman walked toward Airport Road after the incident, prompting officers to canvass the nearby area.
Officers located the woman just before 3:30 p.m. near the intersection of Airport Road and Regional Drive. They attempted to make contact with her. Scanner chatter noted that her native language was French and that she had limited English proficiency.
Police detained the woman on charges of disorderly conduct and criminal mischief. Additional officers were sent to the DHHS office following the initial response. The suspect was taken into custody by Concord police.
The incident occurred at the state office building on the Concord Heights. The broken window was part of the facility that serves the local district. Police continued to process the scene and the suspect after securing her.
The woman was identified by dispatch as having been at the location earlier in the day. The specific time of her previous visit was not detailed in the immediate reports. The chair used to break the glass was the primary tool mentioned in the police communication logs.
